GACC Announcement No.40, 2017 on China-Swiss AEO Mutual Recognition

In January 2017, China and Switzerland signed their Agreement on mutual recognition of Authorized Economic Operators (AEO) registered with respective Customs, which will enter into force on 1 September 2017. Relevant matters are hereby announced:

1. In accordance with this Agreement, Swiss Customs shall recognize China Customs-rated high-grade enterprises as Chinese AEO enterprises and China Customs shall recognize Swiss Customs-rated AEOs as Swiss AEO enterprises.

2. Both Customs shall reciprocally grant customs facilitations to the AEOs from the other side, including: (1) reduction of inspection or control rate; (2) favorable assessment over an AEO’s business partners; (3) preference for an AEO’s goods; (4) assignment of customs coordinator to an AEO; (5) priority in clearance for an AEO after trade emergencies or resumptions.

3. When a Chinese AEO exports goods to Switzerland, it shall inform Swiss importer of its code (CN + 10-digit enterprise code registered with China Customs) for the Swiss importer declaration to Swiss Customs; after confirming the Chinese AEO identity, Swiss Customs shall give clearance facilitations as above-mentioned.

When a Chinese enterprise imports goods from a Swiss AEO, the enterprise shall fill its Import Declaration with the Swiss AEO code, i.e. filling the “Remark” column with “AEO” + “<” + “Swiss AEO code (CHE + 8-digit code + 1 identifier)” + “>”, for example “AEO<CHE12345678P>”; after confirming the Swiss AEO identity, China Customs shall give clearance facilitations as above-mentioned.
