GACC Announcement No.64, 2017 on China-Georgia Free Trade Agreement Matters

Upon State Council approval, China-Georgia Free Trade Agreement (FTA) shall enter into force on 1 January 2018. Relevant matters are hereby announced:
1. China-Georgia FTA is provided with the specific code “20”. Under this FTA, an exporter or importer shall, in accordance with GACC Announcements No. 51 of 2016 and No. 13 of 2017, fill in “China Customs Declaration Forms for Export/Import Goods” or “China Customs Registration List for Outbound/Inbound Goods” as per the mode of both “Without Electronic Networking” and “Without Declaration of Origin”.
As regards import goods with this FTA tariff rate, their quantity specified in the “Customs Declaration Form for Import Goods” shall not exceed their quantity specified in Georgian Certificate of Origin, and their unit of measurement specified in the “Customs Declaration Form for Import Goods” shall be consistent with their unit of measurement specified in Georgian Certificate of Origin.
All export goods listed in one Chinese Certificate of Origin shall be provided in one “Customs Declaration Form for Export Goods” only.
2. Under China-Georgia FTA, the issuer of Georgian Certificate of Origin shall be the Customs of Georgia; the issuer of Chinese Certificate of Origin shall be local entry-exit bureaus under China’s General Administration of Quality Supervision, Inspection & Quarantine (AQSIQ) or be China Council for the Promotion of International Trade (CCPIT) and its local branches.
