GACC Announcement No.3, 2018 on Special Safeguard agst. New Zealand Milk & Cream under FTA

In accordance with China-New Zealand Free Trade Agreement (FTA), China is keeping special safeguard measures against 12 HS-Coded agricultural products from New Zealand. Till 5 January 2018, the import quantity of the involved solid and concentrated milk and cream (HS Codes 04021000, 04022100, 04022900, 04029100) has totaled 155,929 tons as per declarations, exceeding the special-safeguard triggering norm of 154,745 tons for 2018.
Hence, as from 6 January 2018, China Customs will levy import duties on New Zealand-originating solid and concentrated milk and cream at China’s most-favored-nation (MFN) duty rates. Regarding such imports in transit, the importer shall, prior to the import declaration, make the application for conventional tariff as per GACC Announcement No. 91 of 2008.
