Tianjin and Shanxi Sign Direct Release Cooperation Memo

On March 19th, Tianjin CIQ and Shanxi CIQ signed direct release cooperation memo in Taiyuan, marking the official startup of inspection and quarantine direct release cooperation mechanism of both sides. Vice Minister of AQSIQ Wei Chuanzhong and Executive Vice Governor of Shanxi People's Government Li Xiaopeng attended the signing ceremony and gave speeches.

Wei Chuanzhong pointed out that in recent years, AQSIQ had attached great importance and efforts to the construction of 'Quick Customs Clearance' system, improved work efficiency of inspection and quarantine, promoted the changing of foreign trade development service, taken developing direct release as an important measure for implementing Outlook on Scientific Development and serving the sustainable and healthy development of foreign trade, made favorable search and reform on inspection and quarantine monitor mode and had reached evident achievements. Tianjing CIQ and Shanxi CIQ had started the first steps in this aspect. He required that Tianjin CIQ and Shanxi CIQ should strengthen organization and leadership, pay great importance to the Memo, implement work responsibility system, ensure cooperation efficiency, strengthen coordination, continue study and research, establish effective cooperation mechanism, and make more contributions to enlarging foreign trade export and supporting regional economic development.

According to the Memo, Tianjin CIQ and Shanxi CIQ would implement direct release in the two areas. The direct release of Tianjin port would be based on enterprise credit management and goods risk analysis, adhere to the principle of"Whoever inspects is responsible", take measures of informatization management, and confirm the responsibilities of both sides according to different modes of direct release. To ensure the implement of the Memo, both sides established contact and coordination leading group, set daily contact system, and actively guided and promoted sub-offices to cooperate effectively.

During the time in Shanxi, Wei Chuanzhong met with the Executive Vice Governor of Shanxi People's Government Liu Weijia, exchanged opinions on carrying out quality inspection and promoting local economic and social development and reached agreements. Wei Chuanzhong also went to examine work of Shanxi Inspection and Quarantine Bureau, visited front-line cadres and workers, and went to enterprises including Shanxi Fenjiu Corporation, Ltd. for investigation and study.
