The 2009 Customs Tariff Implementation Scheme has been adopted by the 3rd plenary session of the Customs Tariff Policy Commission of the State Council and submitted to the State Council for approval. It will take effect from January 1, 2009.



2009 Customs Tariff Implementation Scheme

December 15, 2008

I. Import tariff adjustment

(1) Import tariffs have been adjusted as follows according to the promised tariff reductions upon China's entry into the WTO:

1. Reduce the MFNT tariffs for five items in the "Import Tariff Regulations" (please see Schedule 1), including fresh strawberry. The MFNT tariffs shall remain unchanged. After the adjustment, the general Customs tariffs level will be 9.8% in 2009.

2. Customs inspections and administration shall still remain applicable for the information technology products of nine ex-tariff items and the tariff rates shall remain unchanged.

3. Tariff and quota administration shall be applicable for products in 45 tariff items in 8 categories, including wheat, and the tariff items and tariff rates shall remain the same. Sliding duties shall be applied on a certain number of import cotton beyond the quota. A 1% provisional quota tariff shall be applicable for three types of fertilizers, including urea, compound fertilizers and diammonium phosphates (please see Schedule 2 for details).

4. Specific duties and compound duties shall be applied on 55 products including frozen chicken. The specific duties of 11 film items are adjusted (please see Schedule 3 for details).

(2) Implement a provisional tariff rate for some import products, including frozen Greenland halibuts (please see Schedule 4 for details).
