U.S. Finally Rules Chinese Photovoltaic Cell Dumping & Subsidy

On October 10, U.S. Department Of Commerce made a final ruling that Chinese manufacturers or exporters dumped crystalline silicon photovoltaic cells and parts in the U.S. at dumping margins of 18.32%-249.96% and also were subsidized at the rates of 14.78%-15.97% for their U.S. sales of those products.

As per U.S. trade remedy procedure, besides the Commerce Department, the U.S. International Trade Commission is expected to give its final ruling around November 23 on whether or not those China-made products have posed material injury or injury threat to the American industry.

As a result of the Commission's affirmative ruling, the Commerce Department will order U.S. Customs to levy antidumping and anti-subsidy duties on the Chinese photovoltaic cells.
