Administrative Measures of the Customs of the People's Republic of China for Man

According to Administrative Measures of the Customs of the People's Republic of China for Manifests of Inward and Outward Means of Transport (No.172 Decree of General Administration of Customs, hereinafter referred to as Measures), The manifest transmission of goods and articles in the vessel is announced as followings:

(1) Master B/L and House B/L
The Master B/L and House B/L in Measures are also the Master B/L and House B/L in shipping transaction. The Master B/L is the bill of loading issued by carrier and shipping agency while the House B/L is the bill of loading issued by non-vessel operating carrier under the Master B/L.

(2) Record Filling
Ⅰ、Record filling of enterprise without legal person qualification in domestic
Shipping transaction enterprise without legal person qualification in domestic, shall entrust domestic vessel agency enterprise which had already put a record in customs to transmit shipping bill to customs

Ⅱ、Registration of branch institution
For the carrier with branch institute in domestic, the branch institute shall register its address, contact person and telephone to the customs directly under the General Administration of Customs or local customs approved by General Administration of Customs in its business operation area.

Ⅲ、Record filling by consignor of export goods
The customs implements automatic record filling management to consignor of export goods when accepting the first transmission of packing list.

Ⅳ、When transmitting manifest and relevant electronic data to put a record in customs, except offering document required by Measures, the consignor should also submit the following documents.

A: When putting a record in customs, as the entities in charge of manifest transmission, the shipping transaction enterprise, non-vessel operating carrier and vessel agent enterprise, shall provide the duplicate of Organization Code of the People's Republic of China and duplicate of business license ( original and copy )

B: As entities in charge of transmitting electronic data of relevant manifest to put a record in customs, the operator in the area under customs supervision and control and tally department shall provide the duplicate of Organization Code of the People's Republic of China and duplicate of business licenser ( original and copy )
