Mexico Clarifies Final Ruling of Anti-Dumping Investigation into Carbon Steel Nuts from China

On Nov. 4, 2010, the general office of international trade practice under the Mexican Ministry of Economic Affairs issued an Announcement to clarify the range restriction of the final ruling of the anti-dumping investigation released on Aug. 2, 2010 into the Carbon Steel Nuts from China. The Announcement reads as follows:

The duty order of imposing an anti-dumping duty of 64% shall only apply to products under the HS Codes of 7318.1603 and 7318.1604 and with the following conditions totally satisfied: one-piece carbon steel nuts of 1008-1045 with a hardness of 2, 5, 8, and 2H; hexagonal or quadrangle; diameters of centre-drilling holes no more than 1.5 cun with internal threads; flat-surfaced both top and bottom; with metal coating or not; and originating in China. Otherwise, such products are beyond the scope of taxation.

In addition, butterfly nuts, nylon nuts with drilled holes, acorn nuts, flange or collar nuts, T-type or "TEE"-type nuts, conical nuts, and riveting nuts (with long-column body and flange base) with higher security are not within the scope.

Moreover, carbon steel nuts with washers inside or shaped in any other combination rather than hexagon or quadrangle (such as conical or cylindrical) are not included in the scope of taxation as well.
