Belarus Lowers Export Duty for Crude Oil and Petroleum Products

June 1, Belarus reduced the export duty on crude oil and petroleum products, says the decision of the Council of Ministers № 492 of May 30. The duty on crude oil decreased from $448.6 to $419.8 per ton. Flat rate of export duty on benzene, toluene, xylenes, light and dark petroleum products (except gasoline), which is 66% of crude oil duty, will be $277 vs. $296 per ton in May 2012.

Based on the ratio of 0.9, the rate of export customs duties on commercial gasoline and naphtha will be $377.8 instead of $403.7 per ton. At the same time the duty on propane, butanes, ethylene, propylene, butylene and butadiene and other liquefied gases rose from $196.6 to $237.1.

As Telegraf previously reported, April 1, 2012 Belarus raised the export duty on crude oil and petroleum products. According to the decree № 273 of the Council of Ministers of Belarus of March 27, 2012, the export duty on crude oil rose from $411.2 to $460.7 per ton.

Belarus increased exports of oil products in 1.7 times to 4.78 million tons in the first quarter of 2012 compared to the same period last year. At the same time 3.82 million ton (79.9%) were exported to the non-CIS countries, while 961.8 thousand tons (20.1%) - within the CIS. The average export price rose by 13.5% to $843 per ton.
